Commercial work is governed by a date someone has already committed to - a lease, a move, an opening. The building has to be ready, not nearly ready, and the programme has no slack to absorb late decisions.
The programme is built backwards from the occupancy date, with procurement lead times for long-lead items identified at estimation rather than discovered during construction. Approvals are tracked as programme items in their own right.
Facade, services and interior fit-out run in a planned overlap rather than strict sequence, with weekly progress measured against the baseline so slippage is visible while there is still time to recover it.
